库函数中，无法得到socket描述符，“释放”“重用”的问题

一个实际问题。
应用程序初始化调用库函数（第三方的库）。
库函数中，对某一端口XXXX进行socket绑定。
现在，某种特殊应用，应用程序重新初始化，这库函数绑定端口XXXX失败。
没有socket描述符。socket属性怎么设置？
另外，设置/proc/sys/net/inv4/tcp_tw_recycle ==1，问题能解决。
但是，这样所有的socket都被快速回收。不太合理。
现在怎么解决呢？  谢谢大家指定。。

In English class, one girl said never give up when  discussing. It just reminded me something about myself.
