bw_mod怎么编译成DEB？

我要用bw_mod给APACHE2限速，但是找不到DEB，只好自己编译，但是网上的编译都是要求有configure文件的，这个里面和代码有关的只有一个.C文件，怎么编译？我把文件上传上来，大家可以试试，告诉我怎么编译，不用帮我编译好。
我尝试了先用dh_make，然后再dpkg-buildpackage的办法，输出信息如下：

或者告诉我怎么限制APACHE2的速度也行，找了很久，但是只找到这个，其他的都是限制进程，或者限制总速的，没有限制单个IP的。
